The "Hidden" project refers, on the one hand, the regime of secrecy decision making inherent in the power structures of the state, on the other, to a particular way of functioning of some selected areas, also analyzing the transitional period and the consequences of the change of protective regime of the territory in stimulating.
In the early '90s Vladivostok residents get rid of the ЗП stamps (closed port) in the passports, the city was removed from the list of banned to foreigners, and proclaimed himself a "free port" in 2015. In the same year the city of Bolshoy Kamen', Primorsky Krai was deprived of the status of ЗАТО (closed city), becoming a ТОР (priority development area). Neighboring him Fokino no plans to part with the status of closed, protecting the public from unwanted Pacific Fleet points. Despite the fact that these two cities show a fundamentally different way of development, their administrations are still characterized by frequent changes, opaque and ambiguousness in decision-making. Global project of shipyard development in Bolshoi Kamen' coexists with the mystery surrounding the construction of the coal terminal in the bay near Suhodol and scandals surrounding the elections of city manager do not cease for a long time. Protection of the naval base in Fokino successfully combined by urban managers with sweeping the coastline from the private building and the construction of new storage facilities for radioactive waste in Sysoev Bay.

Проект "Скрытое" обращается, с одной стороны, к режиму секретности принятия решений, присущему властным структурам государства, с другой- к особому способу функционирования некоторых избранных территорий, анализируя также состояние части общества, непосредственно привлеченной к этой деятельности, переходные периоды и последствия смены охранительного режима на стимулирующий.
В начале 90-ых жители Владивостока избавились от штампов ЗП (закрытый порт) в паспортах, город был вычеркнут из списка запрещенных для посещения иностранцами, а в 2015 г. провозгласил себя "свободным портом". В том же году город Большой Камень Приморского края был лишен статуса ЗАТО (закрытое административно-территориальное образование), превратившись в ТОР (территория опережающего развития). Соседний от него Фокино не планирует расставаться со статусом закрытого, ограждая нежелательную публику от пункта базирования Тихоокеанского флота. Несмотря на то, что эти два города показывают принципиально разные пути развития, их администрациям по-прежнему свойственна частая сменяемость, непрозрачность и неодназначность в принятии решений. Глобальный проект развития судоверфи в Большом Камне сосуществует с тайной вокруг строительства угольного терминала в ближайшей бухте Суходол, а страсти вокруг выборов сити-менеджера не утихают уже долгое время. Охрана военно-морской базы в Фокино успешно сочетается городскими управленцами с зачисткой береговой полосы от частной застройки и строительством новых хранилищ радиоактивных отходов в бухте Сысоева.

Viktor Cherepkov was taken out of his own office by riot police in 1994 (in 1996, restored as the mayor), Yuri Kopylov proved to be a defendant in two criminal cases in 2007 and 2008, (criminal records expunged in 2009 and 2010), Vladimir Nikolaev was convicted in 2007 (the charge withdrawn in 2012), Igor Pushkarev was arrested on June 1, 2016 and is currently in a Moscow detention center. Turnover of authorities, a series of resignations and appointments of responsible persons are the main news and in fact define urban life.

In total, there are about 122 objects. In the same year, the Vladivostok city administration announced the auction for the right to lease 75 objects. The auction documentation prescribed intended usage: it is an organization of cultural events, tourist-excursion activity, museum, office, social services, sports activities, catering services. Some objects can be used as warehouses.

Sailors and newcomers to the city were accomodated to here earlier. Since the 90s some criminal elements bought apartments in "chudilniki", looked for drinkers and lonely people in Vladivostok and Nakhodka and changed the properties. A significant part of the flats are abandoned, there are no plumbing, no floors, heating pipes for a long time. The windows bricked up to the neighboring apartment does not freeze. In recent years, even doors of the apartments are building up to not collect a garbage.

Town Bolshoi Kamen' (Big Stone) was deprived of the status of the closed in 2015 due to the start of construction of the largest russian shipyard "Zvezda-DSME", a process which required investments and accessible environment for business. Moreover, in April 2016 it was revealed a violation of anti-corruption legislation by the acting mayor Vyacheslav Moskaev, who illegally received a number of plots of land at auction. The town had a closed status since 1996, it's town-forming enterprise - factory on repair of warships of the Pacific Fleet "Zvezda (Star)". During it's construction the big stone the size of a 5-storey house, located in the bay near the town was blown up. There are floating facility for processing liquid radioactive waste "Landysh (Lily of the Valley)" at the pier plant, built in 2001 on the Japanese money.
